INTRODUCTION

A State from being called “land of the rising sun” to “land of the dawn-lit mountain.” A State where freezing snowy hills become landing sites for many. A State where abstract character-like music manifests itself into a living celebration like a music festival in Zero, Bascon in Basar. A State where nature’s begotten is celebrated like Yomgo River festival in Aalo, Orange festival in Dambuk. Here is “Arunachal Pradesh.” This piece of work dives into the most tangled & complicated “28th constituency” (Vidhan Sabha Constituency) of a Lower Siang District to learn that this State is not occupied by only those celebrations. The State also has another truth to it & that is the deteriorating history of corruptive governance plaguing the region.[1] [2] [3] Now this one is to the rescue of “Lower Siang” District having 2 constituencies 28th & 36th, comprising of several circles, with its temporary headquarter at “Likabali.”

28TH CONSTITUENCY LOWER SIANG DISTRICT HAD FOREVER LIVED A KIND OF LIFE THAT TODAY “CHANGE” “DEVELOPMENT” “PUBLIC RIGHTS”, SUCH ARE AN UNKNOWN ELEMENTS TO THEIR CLAIMS & THIRST.

India shook of the shackles of British rule & became free on 15th August 1947. And from then on to now, India had walked a milestone towards change. But amidst this fact, the public who holds their patriotism toward this land questions “when shall 28th constituency shake off the shackles of “regressive misfortune” prevailing upon every aspect of lives here today? So far 28th constituency (Vidhan Sabha constituency) “Likabali” completed the 8th State Assembly Elections. 1990 election being first & at latest 2019.[4] Exactly 3 decades had run by. So when it comes to the accountability of all the members of the legislative assembly that had come & gone for the 28th constituency, this government platform had always failed towards the commitment of the public.

What justification can the public leaders, both, political & non political ever provide to the public against their suffering on the above note?

Arunachal Pradesh government led by Nabam Tuki approved the creation of Lower Siang district on 21 March 2013.[5] Its territory was carved out of West Siang & East Siang districts. But due to the disagreement upon the location of its headquarters the official formation of Lower Siang was delayed. On 22 September 2017 the government led by Chief Minister Pema Khandu approved the commencement of Lower Siang district operational, with Likabali as it’s temporary headquarter.[6] So, the public hoped for a little ray of boon since 2013 to 2017, imagining that at least minimum possibilities for public may enter the land once it get declared a new district Lower Siang.

Now in 2021, the public counts that it’s been 3 years approximately that the town of Likabali had been declared as a headquarter for the new district Lower Siang. And Public contents that the condition of this land at just a first glance is a prima facie mockery for their patience of 4+3=7 yrs i.e, 2013 to 17 + 2017 to 20. If political leaders & the administrators say it is not so, then which way can they ever justify the condition of this land on this note?

IT FEELS NECESSARY FOR THE PUBLIC TODAY TO RECALL WHAT THEIR “HOPED TO BE BOON” ONCE MENTIONED.

For the newly appointed Deputy Commissioner, Lower Siang district, a reception ceremony was organized at Likabali by the Lower Siang Elite Forum (LSEF) on behalf of all Galo community. AK Singh was speaking at a reception ceremony, he promised to bring development to the doorsteps of the people with administrative conveniences & resolve challenges of the newly created district with utmost care & sincerity to make it a model one.

Today the voters of the 28th & 36th constituencies should analyze & seek justification, what must we confer when he mentioned “development to the doorsteps”. What actually he thought was missing that should have been here in the lap of every public? Because we see none at this time of what he proclaimed to do then.

And when he mentioned “administrative conveniences”, what did he think was error collectively at the running of each & every officials here, & what corrective mechanisms does he see to replace it with? Because till today, convenience of administration is a “challenge.” He also mentioned to turn it into a “model one”. It’s been now 3 & half years since 3rd October 2017. How model at all is this district today?

To the utmost wonder of the public here is, the “complete road” that leads to the hill (upper colony) situated above the town level in some corner of the town where the entire offices that are the administrative backbone are built. The most shameful, deteriorated, risky to life of the passersby in the entire headquarter Likabali than any other villages’ road is this road leading to the DC office, PWD office, BSNL office & to many other that is situated on the top hill there.

I haven’t lived my major portion of life in this place. This is just my second visit (Feb 2021) & it’s been hardly 2 weeks. The first visit to Likabali was for 10 days back in the month of August of 2019. But fortunately for my work, at the same time unfortunately for the 28th constituency that I didn’t have to go through a die hard research for this piece of work. The very first entry point of the Likabali tells people of its story, falling sick & going to buy one tablet in the government health institutions tells people of its story, going to buy one essential commodity in the market tells people of its story.

Both, growth & development, are what we see & feel & not what they just count & proclaims in the election campaigns or oath taking ceremonies. The condition of the 28th constituency is Prima facie & need not any debate to whether or not to consider the place as still neglected. Anyone just passing by the headquarter of 28th constituency, Likabali, can see & feel ex facie absolute no lives on its street, so forget about how unjust the condition of the other circles might be at the moment.

When we talk about the very basic pillar of today for any development to reach it all starts with the street. The condition is worst & shameful, just a single four-wheeler or 2 wheeler motor vehicle must pass by the road & the person walking next to it would be fed by the complete dust & sand. More deteriorating than this is all the other circles of the 28th & 36th constituency where we must forget about the dust & deteriorated road, in fact, those circles are still facing a challenge for having a single basic path to get it connected with the neighboring area, just to enable man to possibly walk on it. Not a single decent road in any corner of the entire 28th constituency, let’s forget about the one good private school, or private hospital, in fact, government schools & government health institutions are being run on a single limb. Only recently @30th Jan 2021 in a manner of survival-like, just the entrance high-way at the headquarter of Likabali of Lower Siang is brought under maintenance.

Which pests are eating up the street, the same street which should have been reflecting the efforts of the authorities here today? Which pests are emptying the governmental institutions here today? Is it not undoubtedly the pest named “corruption”?

28TH CONSTITUENCY MLA KARDO NYIGYOR  MENTIONED ON “120 CRORE BY PMGSY” & “10 CRORE BY NEDS” ON DEC 2018

December 26, 2018, in a press conference with Arunachal Times, 28th constituency MLA Kardo Nyigyor served few pieces of information for its public[7]:-He says that with due combined efforts of State government & Center, through the ambit of PMGSY, 120 crores were definitely sanctioned but the tender was awaited its way exclusively for Kangku circle to get it connected with Likabali & Durpai. And was expected to start from January 2019. He mentioned it was put in the State Priority list.

The work had started definitely, but unreasonable delay stands a point to contest for us voters in this matter. The passers by of that area claims that the constructed structures like roads on the surface are too narrow & not worth to match even the nearest investment of 120 crore that was sanctioned for the tenders.

Another part, 10 crore, that MLA mentions about. He says he reached CM through the route of North Eastern Development Scheme to improve the worst condition of the headquarter Likabali township road. And 10 crore was than sanctioned from the centre. At that time only tender was supposed to be fixed.

The saddest & exploiting condition towards the public is they haven’t seen these fancy claims yet manifested into real piece-constructions. To date, everything is as it was then. All areas remained untouched. Now it’s already 2021.

LAUGHING STOCK & VAGUENESS OF PROMISED “JOMDE KENA MEMORIAL COLLEGE”

Liromoba MLA Nyamar Karbak on 4th September 2018 who was at Gensi to attend the inaugural ceremony of the first Jomde Kena Memorial Volleyball Tournament, made the announcement that a government college would soon be established at Likabali the headquarter of Lower Siang district, in memory of former MLA late Jomde Kena.[8]

Today it’s 2021, that vague promise of government college is forgotten. In fact adding up of a single primary, secondary, or higher secondary schools in the district have become a first challenge like breaking a heaven. People don’t thirst today for the “Lt. Jomde Kena’s” or any other personality’s tag to flourished in the banner of institutions. The utmost need of the hour is to bring unbias or impartial basic foundation to the people. Providing Higher secondary, but no proper middle secondary or primary at all, & than how can we expect a child to count 2+2 when they are blind to numbers at the first place. On the other hand providing primary secondary but no proper middle neither Higher secondary, what could this tangled+upside down disproportionate-hierarchy facilitate to the aspiring children. This is the seriousness & business of the legislators & the administrators in the region. Above described are the conditions at several remote circles of the 28th Constituency.

The fact that, the boost in the educational institutions, infrastructures of public interest, & other governmental & non governmental institutions or sectors in the region is directly proportionate towards the growth in region’s economy, employment, & incurring speedy movement of activities. But those are only far dreamt off at the moment.

FORMER CHC IN LIKABALI UPDATED INTO DISTRICT HOSPITAL, IS IT JUST A TITLE TAGGED OR AT ALL THERE IS  AN INSTRUMENT ON THE PLATE?

Community health centres gets established & maintained by the State government under MNP/BMS programme. As per minimum norms, a CHC is required to be manned by four medical specialists i.e. surgeon, physician, gynecologist & pediatrician supported by 21 paramedical & other staff. It has 30 in-door beds with one OT, X-ray, labour room & laboratory facilities. It provides facilities for obstetric care & specialist consultations.[9]

The fearful truth for who visited CHC in Likabali on the course of everyday life or with due emergency was the absence of maximum portions among the above mentioned basic requirements.

Now, very recently this CHC have been updated to the District Hospital, public questions “the CHC which never was a full fledged facilitating institution, what will the District Hospital formed out of the same unprepared contribute to the public?

First Referral Units (FRUs)

An existing facility (District Hospital, Sub-divisional Hospital, Community Health Centre etc.) can be declared a fully operational First Referral Unit (FRU) only if it is equipped to provide round-the-clock services for emergency obstetric & New Born Care, in addition to all emergencies that any hospital is required to provide. It should be noted that there are three critical determinants of a facility being declared as a FRU: Emergency Obstetric Care including surgical interventions like caesarean sections; new-born care; & blood storage facility on a 24-hour basis.[10]

On this note, public contends that hardly any of the above listed facilities are evident in this District Hospital today. What does the district hospital in 28th constituency provide?

Former MLA Lt. Jomde Kena who was elected as the representative of 28th Constituency for 3 consecutive State Assembly Elections 2004, 2009, & 2014 was also the Health & Family Welfare Minister of Arunachal Pradesh. But to the utmost surprise of the entire State that above described is the condition of health institution in 28th Constituency of Lower Siang district yet today.

Purely with an utmost interest for the public information few lines on the manner of his demise- Lt. Jomde Kena Health & Family Welfare Minister of Arunachal Pradesh & a MLA of 28th Constituency, had had to travel for Guwahati private hospital in neighbouring State Assam for the treatment of his prolonged illness. Later he died their in a hospital bed in an early week of September 2017. And it was just 2 years before completing his 5 year office term for 2014 State Assembly Election.[11]

“FLOOD,” THAT SHOULD HAVE NEVER AFFECTED LIKABALI IN SUCH AN EXTREME MANNER AS IT IS EVIDNET TODAY, ITS CAUSE IS SERIOUSLYQUESTIONABLE ON THE PART OF GOVERNING AUTHORITIES OF THE DISTRICT

Likabali that have no higher water bodies surrounding it, no any great canals, except just one river “Gainadi” that stays in its own peril at the end of the Arunachal while actually opening up for below Assam State. This river under this circumstance can never escape to Arunachal Likabali at all even if there is a little rise in it while summerr. Under such circumstance, Likabali should have never faced a home & a town sinking flood at all.

But in a summer of 2020, Likabali recorded flood that entered even the well built residents, medical, schools, offices etc in the entire town. Hardly the publics could count then any places that was saved against this collecting flood water. The flood also stayed undried for a very longer period of time disrupting the normal walk of life. This was not the first time that the town had to go through this, it has a history of back to back episode for the same along with other more unmentioned disasters.

Students who had to go to school, employees who had to move out for their work places, & the business keepers along with daily wage labourers comprising the major portion of the public here in Likabali whose livelihood are earned only after putting their legs in pedals, none of these sections could perform their tasks that keeps them alive during this disastrous period.

As already mentioned herein the article that transport & communication platform that is road, is in a deathly condition within the entire district of Lower Siang. And upon that if the rainfall of summer is accompanied by the collective flood water, than one can imagine the disastrous effect that it leaves upon the lives of this headquarter Likabali.

The best & the only mechanism that could have easily thrown away this disaster 3 decades back when the first MLA was elected in 1990 was simple construction of “drainage system” in the entire town Likabali. But to the utmost shamefullness-failure-negligence of the elected representatives from then to now & of the newly appointed administrators & the authorities after the declaration of new district since 2017, that the public is dying here today with every sunrise & every sunset.

CONCLUSION

Today it is not only about this one small district in a distant land Arunachal Pradesh. The context, the challenges, the requirements, & so many other aspects may vary around the globe. But everytime that the “Rule of Law” is cornered by “the muscles & the money power ” in any corner of the globe, global citizens must not let it go compromised. And when it comes to the scene play of 28th constituency in Lower Siang district, unless the systemic attitude of “cash-for-vote” is not quashed away, the voters themselves for this commission will have to pay the ransom by sacrificing their rights & liberties.

The mechanism to fight against “corrupted & ill-motivated” political leaders & administrators who misuses the power of law to give an adverse effect on the submissive citizen is the same “power of law” that they applies. Only the difference is of the “bona-fide motive & an intention” that a citizen must incur.

Our Indian Constitution provides us for the provisions of the Directive Principles Of State Policy. The Directive Principles Of State Policy which has it’s objective to better the social & economic conditions of society enables people to live a good life. Directive Principles Of State Policy helps a citizen to keep a check on the government. Today DPSP as a measure of the performance of the government can identify the scope where it lacks. Another blessing in the form of law that we citizen do have today is the Right to Information Act, 2005. The RTI Act allows any Indian citizen to participate in governance by enabling him/her to seek information about Central & State government activities.

At the end I would like to end up with a quote of Abraham Lincoln-The best way to predict the future is to create it.
