Since its conception, the Citizenship Amendment Act (CAA), which the Indian government passed in 2019, has been a contentious piece of legislation. While some have criticised it for barring Muslims, it does offer a road to citizenship for other religious minorities from nearby nations, including Hindus, Sikhs, Christians, Buddhists, Jains, and Parsis. Human rights organisations and international governments criticised the CAA, which led to widespread demonstrations.

According to reports, many Indians who have been unable to get citizenship under the CAA are trying to emigrate, especially to Canada. With approximately 700,000 residents of Punjabi heritage, Canada is home to a sizable Punjabi diaspora. Many residents of the Punjab region of India find Canada to be a desirable option as a result.
